How to Advertise on ChatGPT: Setup, Costs and How to Measure What It Adds
Searches for "ChatGPT ads" have grown more than tenfold in a year. Advertising inside an AI assistant is now open to businesses through a self-serve tool, and it works differently from Google or Meta in ways that matter for your budget.
This guide covers what ChatGPT ads are, who sees them, how to launch a first campaign, and the part most guides skip: how to know whether those ads actually add sales you would not have had anyway.
What ChatGPT ads are
ChatGPT ads are sponsored placements shown alongside ChatGPT's answers, clearly labeled as sponsored. They are separate from the answer itself: according to OpenAI, buying an ad does not change what ChatGPT says in its answer.
Two facts shape everything else:
- Only some users see ads. Ads can appear for users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts are ad-free, and accounts identified as belonging to people under 18 never see ads.
- Some conversations never show ads. OpenAI does not place ads next to sensitive topics such as personal health, mental health or politics.
Who can advertise
OpenAI runs a self-serve Ads Manager (in beta at the time of writing), where a business can register, add payment details, set budgets and bids, upload creatives and follow results without going through an agency. Agencies and ad-tech partners also offer managed access. Availability started in the United States and has been opening country by country, including the United Kingdom, parts of Europe, Mexico, Brazil, Japan and South Korea. Check the Ads Manager for your market.
Many categories are restricted. Consumer categories such as household goods, local services, travel, digital products and education are the most open. Financial services, health and legal services are approved case by case, and areas such as alcohol, gambling and political content are not allowed. The policy changes, so check OpenAI's current ad policies before you plan a campaign.
How to launch a first campaign
- Create an Ads Manager account and verify your business.
- Define one clear offer. Conversational placements reward ads that answer the question the person is asking. "Free 14-day trial" or "book a demo" beats a generic brand message.
- Set the budget and bidding. You can pay per thousand impressions (CPM), per click (CPC), or per click optimized for conversions (oCPC). Bids are set per ad group, and OpenAI suggests starting CPC campaigns with a maximum of $3 to $5 per click. Start with a budget you can afford to learn with for two to four weeks.
- Set up conversion tracking before you launch. Ads Manager supports conversion tracking and UTM parameters. Without them, you will only see clicks.
- Write two or three variations of the ad and let the delivery data show which one works.
What it costs
ChatGPT ads are sold through an auction that weighs relevance as well as the bid, so there is no fixed price. Costs depend on your category, your location and how many advertisers compete for the same conversations. A small, time-boxed test is the sensible way to start. The real question is not the price per click, but whether those clicks bring customers you would not have gained otherwise. That is where most advertisers get it wrong.
The measurement problem: three numbers, not one
Every ad platform grades its own homework. When ChatGPT, Google or Meta reports a return on ad spend, it counts the conversions it can see, including people who would have bought anyway. To know what your ads really add, look at three numbers side by side:
- Platform-reported return. What the ad platform says. Useful, but self-graded.
- Blended return (all revenue over all spend). Honest, but it cannot tell which channel did the work.
- Incremental return. The sales that would not have happened without the ad. This is the only number that answers "should I spend more here?". It requires a comparison: periods, regions or audiences with ads against similar ones without.
The gap between the first and the third number is often large. A channel can look excellent in its own dashboard and add very little in reality, especially when it reaches people who already know your brand.
Paid and organic: why you need both
There is a second reason not to look at ChatGPT ads in isolation. People on paid ChatGPT plans never see ads, and even Free users read the answer itself first. What ChatGPT recommends organically, without anyone paying, often carries more weight than the sponsored placement next to it.
So two questions belong together:
- Earned: when buyers ask ChatGPT, Gemini, Claude and Perplexity about your category, are you recommended, and who is recommended instead?
- Paid: when you do buy placements, what do they add on top of what you already earn?
A brand that is already recommended organically may need fewer ads. A brand that is invisible organically may be paying to rent a visibility it could build.
How Operato AI helps
Operato AI was built around these two questions:
- AI visibility: every week, it asks ChatGPT, Gemini, Claude and Perplexity the questions your buyers ask, and shows whether you are named, who is named instead, which sources the assistants rely on, and what to fix first.
- Ads in AI assistants: connect your ChatGPT Ads account to see your campaigns, delivery and cost next to your organic visibility, in one place.
- Incrementality: Operato AI puts the platform-reported results next to your own numbers and shows the gap, as a directional signal, so you can see what your AI ads appear to add rather than what the platform claims.
You can start with a 14-day free trial, with no credit card, and set it up yourself in about five minutes.
FAQ
Can any business advertise on ChatGPT? Many businesses can use the self-serve Ads Manager in the countries where it is available. Some categories are approved case by case, such as financial services, health and legal services, and some are not allowed, such as alcohol, gambling and political content.
Who sees ChatGPT ads? Users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts are ad-free, and so are accounts of people under 18.
Do ChatGPT ads change what ChatGPT recommends? According to OpenAI, no. Ads are shown as labeled sponsored placements, separate from the answer. Being recommended in the answer itself depends on your organic visibility.
How much does advertising on ChatGPT cost? It is auction-based, with CPM, CPC or conversion-optimized CPC bidding, so the price depends on your category, location and competition. OpenAI suggests starting CPC campaigns at a maximum of $3 to $5 per click.
How do I know if my ChatGPT ads work? Compare the platform-reported return with your blended return, and test incrementality: compare similar periods, regions or audiences with and without ads. The platform's own report counts people who would have bought anyway.
